PirateNew rule is introduced by a bipartisan group of 10 US senators which enable the US Justice Department to render inaccessible Web sites judged to be dedicated to intellectual property infringement. Besides, this new rule also allow Justice to seek a preliminary injunction against domain name registrars, where domains with infringing material, or that are trafficking in infringing material will be suspended and US attorney have to announce to public that these domains are suspended on a public web site. One of the most important points in this new regulation is that Justice are given the authority to take action on the websites that outside of US boundary, as long as these websites are registered under US-based registrars.

The purpose of this regulation is to prevent the continuity of phenomena of online piracy and counterfeiting. Before that US already has the negotiations with their counterparts in Europe, Africa, Asia and Australasia over the best solution to combat online piracy and the international trafficking of counterfeit goods. The Combating Online Infringement and Counterfeits Act was introduced by Senate Judiciary Chairman Patrick Leahy and senior Republican committee member Orrin Hatch.

Crime should be prosecuted and pirates should go to jail.
